When to Resize files?

I'm working in a UniData environment with SB+ using the Prelude product. 
In this environment it has been recommended to let the "checkover" command recommend files that need resizing and to use the SYSMAN menus to recommend and perform resizing.  This has always worked well.

It has occurred to me that it might be a good idea to resize every file every year.   Does anybody do that as a standard procedure?
